The software services outsourcing industry in the Philippines recorded positive growth as it reached a robust 37% in 2011, translating into $993 million with an 11% growth rate on employment of some 50 000 information technology professionals, based on a recent study conducted by the Philippine Software Industry Association (PSIA), philSTAR.com reveals.

The nearly $1 billion figure is attributed to an increase in demand from international clients to tap local firms for their specific IT and software requirements.
PSIA president Nora Terrado said improved utilisation of the current talent pool enabled companies to increase efficiency and revenue per full-time employee, while close collaboration between industry players and the government in training fresh graduates and career switchers has helped augment the much-needed technical workforce, The Manila Times reports.

Moreover, some local players are seen to be transitioning from full services to product development companies.
?Capability development and product and services innovation are important factors to sustain this growth trend amidst the globally competitive environment, the advent of cloud computing, the convergence of BPO (business processing outsourcing) and ITO (IT outsourcing) services, among others,? Terrado said.

Terrado further noted that the positive growth of the industry in recent years encourages the IT organisation to offer more long-term programmes to develop IT professionals through the initiatives of its capability development committee such as industry-academe linkages, skills development, near-hire scholarship programmes, and IT teacher development, InterAksyon says.

The PSIA said it is looking at the areas of application enhancement, maintenance and support, independent software testing and remote infrastructure services as potential growth areas for the sector in 2012.

Those of us living in metropolitan areas don't think twice about our ease of access to medical care, but those in rural areas don't enjoy such easy access to a doctor. Abhijeed Kalyan and Shravan Narayan from McGill University in Canada are aware of this problem, and came up with a way for doctors to diagnose and treat patients from afar. Called Project Neem, it's got a hub and spoke organizational structure that puts a healthcare worker in every village and leverages the power of Windows Phone to connect them with medical staff in distant cities.

Participating healthcare workers are given basic medical training and a handheld loaded up with a custom app that identifies patients by scanning their national ID card and stores their pertinent medical info -- from temperature and blood pressure readings to a variety of symptoms. The app has a virtual human body on board that lets users tap parts of the anatomy to bring up a series of symptoms that can be selected to provide treating physicians with the info they need. That information is stored in the cloud and accessed by doctors through a Windows 8 app, who then can relay appropriate treatments to the local healthcare worker. Now all we need is someone to make a real-world tricorder, and we'll truly be able to bring medical care to the masses, wherever they may be.

(AP) ? Former Prime Minister Tony Blair said Monday that he couldn't stand up to the Britain's media tycoons while in power, telling an official media ethics inquiry that doing so could have dragged his administration into a political quagmire.

Blair's testimony, briefly interrupted by a heckler who burst into the courtroom to call him a war criminal, shed light on the canny media strategy used to create the "New Labour" image that repackaged his party as more mainstream and business friendly, bringing it back to power after 18 years in opposition.

Blair, who was premier from 1997 to 2007, enjoyed strong press support in his early years, including backing from media mogul Rupert Murdoch's influential newspapers. But he found himself isolated near the end of his decade in power due in large part to his unpopular decision to join the U.S.-led invasion of Iraq.

The greying ex-prime minister said he long had concerns about what he once described as the "feral beasts" of the media but had to tread carefully where press barons were concerned.

"I took a strategic decision to manage these people, not confront them," he told Lord Justice Brian Leveson, who is leading the inquiry. "I didn't say that I feared them ... (but) had you decided to confront them, everything would have been pushed to the side. It would have been a huge battle with no guarantee of winning."

Leveson's inquiry was set up following revelations of phone hacking at Murdoch's News of the World tabloid, a scandal which has rocked the British establishment and raised questions about whether top politicians helped shield Murdoch ? and the media in general ? from official scrutiny.

Blair's time at the top has come under particular scrutiny because of the unlikely ? and mutually beneficial ? alliance the media-savvy prime minister forged between his left-wing Labour Party and Murdoch's News Corp. ? a company whose holdings include the populist The Sun newspaper and the right-wing Fox News network.

Blair became so friendly with Murdoch that he was chosen to be the godfather to one of Murdoch's children. The Blair government's relationship with Murdoch has since been described by several former colleagues as having been too close for comfort.

The former prime minister made no apologies for courting Murdoch, saying he was just one of several media tycoons who could make life difficult if they weren't happy with a position he was taking.

He denied doing any kind of deal with Murdoch, "either express or implied" ? although he acknowledged calling the Australian-American tycoon ahead of elections to make sure that Labour could count on News Corp.'s support.

Blair's testimony was interrupted when a heckler burst in through a secure corridor behind Leveson, shouting: "This man should be arrested for war crimes!" before being removed by security. British media reported that the heckler, who identified himself as filmmaker David Lawley Wakelin, had previously heckled Blair over the 2003 invasion of Iraq at a televised question and answer session.

Such incidents ? a testament to the divisiveness of Blair's decision to go to war in Iraq ? are routine. Last week, a handful of protesters yelling out "warmonger" interrupted his speech at Colby College in Maine.

Blair, wearing a navy suit and sporting a tan, watched impassively. Leveson, looking ruffled, said he would investigate how the man managed to sneak in to the restricted area.

Wakelin ? who was released without charge ? later told London radio that he took advantage of an unguarded door in the maze-like Royal Courts of Justice, where the inquiry is being held.

Blair spent a considerable amount of time challenging the reputation his lieutenants built up for bullying, manipulation, and "spin" in his decade in office.

Still, he acknowledged that politics and media had become "far more rude and brutal ? and in a sense crude ? in its interaction."

Blair's appearance kicked off an important week at the judge-led inquiry. Current ministers, including Culture Secretary Jeremy Hunt, Education Minister Michael Gove and Home Secretary Theresa May, are due to testify in the coming days.

Prime Minister David Cameron is also expected to testify before Leveson, whose inquiry was set up last year after it emerged that reporters at the Murdoch-owned News of the World tabloid had routinely hacked into the phones of public figure and crime victims.

The scandal has rocked Britain's establishment, leading to the arrest or resignation of dozens of journalists, media executives, political operatives and police, prison and military officials. It's also exposed a pattern of wrongdoing across the British press, from bribery to blackmail.

The investigation continues: As Blair was testifying, police said they'd arrested a 42-year-old woman who was not identified on suspicion of money laundering offenses linked to the hacking scandal. She was later released on bail.

Governor: NJ will start sports bets on its own

ATLANTIC CITY, N.J. (AP) ? New Jersey will defy a federal ban and let people bet on the outcomes of football, basketball and other games this fall, Gov. Chris Christie said Thursday.

Speaking at a news conference highlighting efforts to reinvigorate Atlantic City, Christie said the regulations his administration will issue next week make no attempt to overturn a 1992 federal law that limits sports betting to four states.

"We intend to go forward," the Republican governor said. "If someone wants to stop us, then let them try to stop us. We want to work with the casinos and horse racing industry to get it implemented.

"Am I expecting there may be legal action taken against us to try to prevent it? Yes," the governor said. "But I have every confidence we're going to be successful."

The U.S. Justice Department did not immediately respond to a message seeking comment Thursday afternoon.

A federal law called the Professional and Amateur Sports Protection Act limits sports betting to four states that approved it by a 1991 deadline: Nevada, Delaware, Oregon and Montana. At the time, New Jersey was given the chance to become the fifth but failed to act during a prescribed window.

But for the past two years, New Jersey has been moving toward implementing sports betting. A state senator from northern New Jersey tried to sue to overturn the law, but the case was dismissed.

In the fall, voters indicated by a 2-to-1 margin in a nonbinding referendum that they want the ability to bet on sporting events.

Earlier this year, the legislature passed a sports betting law, and Christie signed it. It would allow bets to be taken at Atlantic City casinos and the state's four horse tracks.

Casino executives generally supported Christie's approach, even as they cautioned that none of them wanted to be the first to set up an expensive sports betting operation, only to risk having the federal government shut it down on a moment's notice.

"I love the idea of playing offense and having the federal government have to play defense against us," said Tony Rodio, president of Tropicana Entertainment, which owns the Tropicana in Atlantic City, as well as casinos in several other states. "But I don't know who's going to want to be the first to open knowing they can shut you down. We'd need a lot more clarity before we invested lots of money in a sports book."

Likewise, Aaron Gomes, vice president of Resorts Casino Hotel, said the concept of moving ahead unilaterally is appealing but risky.

"It's going to be hard to find someone willing to take the first jump," he said. "Particularly for companies that do business in multiple jurisdictions, they might not want to jeopardize their licenses in other states."

Robert Griffin, CEO of Trump Entertainment Resorts, said he personally favors Christie's approach. The Casino Association of New Jersey, of which Griffin is president, has not yet considered the matter, he added.

"The voters of New Jersey have spoken, and he's listening to them," Griffin said.

Sports betting proponents want to help Atlantic City's 12 casinos and the state's four racetracks: the Meadowlands in East Rutherford, Monmouth Park in Oceanport, Freehold Raceway and Atlantic City Race Course in Mays Landing. They say legal sports betting also would provide a new source of revenue from a huge pool of money that now flows untaxed to unlicensed offshore Internet sites or to illegal bookmakers, many of whom are allied with organized crime.

Casino executives say the main benefit to their bottom line would come not from new sports betting revenue, but by drawing more customers, who would presumably gamble and spend money on other things.

Christie said 50 percent of the revenue generated by sports betting would go toward treatment programs for compulsive gamblers.

A national gambling study in the 1990s pegged sports betting ? legal and otherwise ? as a $380 billion industry. The Interactive Media Entertainment & Gaming Association, an online gambling association pushing for Internet betting to be legalized in New Jersey, says that figure now is closer to a half-trillion dollars.

Sen. Raymond Lesniak, the Democratic lawmaker who tried to sue to overturn the federal ban, predicted the law would be overturned.

"To those with a vested interest in the status quo ? the professional sports organizations who take a hypocritical stance that wagering will 'ruin the purity of the game,' and the Nevada-based gaming conglomerates that have enjoyed that state's stranglehold on sports wagering for the last 20 years ? I respectfully say, 'Bring it on,'" he said in a statement. "The sooner you make an issue of New Jersey's noncompliance with an unconstitutional federal ban, the sooner we can defeat that ban in the courts, and put New Jersey on the same competitive footing as the rest of the nation when it comes to sports wagering."

Christie would not comment on New Jersey's efforts to legalize Internet gambling, saying the legislature has yet to pass and send him a bill this year. They did so last year, but Christie vetoed it, voicing concerns over its constitutionality and the possible proliferation of illegal backroom online betting parlors.

Is College Still Worth It? Teachers React to Unemployment Statistics

For Ohio high school teacher S. Alexander Cooke, the end result of college shouldn't be about the employment waiting after graduation.

"The most successful college graduates use college to better themselves. Life is about more than a job, and education is too," he wrote Thursday in a commentary about the state of American education and employment.

However, it might come as a shock to hear this: The Bureau of Labor Statistics says, for the first time ever, there are more jobless Americans who attended or graduated college than unemployed who never enrolled. We asked high school teachers: Would you recommend college for your students when confronted with numbers like this? The overwhelming response was yes. Below are excerpts from thoughts they shared with Yahoo! News.

Calculating College's Value

Cooke tells his Columbus, Ohio, English students that the most successful graduates use college to improve their life, job or no job.

"If your reason for going to college is to get a job, you don't have a good reason to go to college. That's what I tell my graduating seniors."

"The value of a college degree is tiny if a student's purpose is just to get the credential itself. A "degree" is a piece of paper that certainly isn't worth thousands -- or hundreds of thousands -- of dollars. I think many students think that a college degree provides admission to a club that offers its members valuable benefits, such as jobs with good pay. As the Labor Department statistics show, often the club is too crowded to provide every member those benefits."

"Here's what I tell my seniors. You don't need college to get an education. You need education to get a degree. College can provide great value. But no degree has more value than you."

College No Guarantee, but Still the Only Key

Midland, Texas, teacher Calvin Wolf has U.S. Government students with concrete college plans and others without a clue. His suggestion for those undecided remains firm:

"I suggest they go. Despite the gloominess of recent news about the benefits of a college diploma, such degrees are still the key to middle class success for the vast majority of graduating high school seniors. The key is now worn and rusty, no longer possessing the shine and crisp edges it did years ago, but it is still the only key. It does not open the lock each time you turn it. Opening the middle class lock, once a simple task with a college diploma, now requires a lot of twisting, jiggling, straining, and perhaps even a bit of blood, sweat, and tears. But there is no substitute for that key."

For the still-skeptical, Wolf believes it can be an eventual option:

"For those who do not feel that college is the right path, I suggest the military, which is one of the few career paths for young people without college degrees that offer decent pay and benefits. Later, the military's generous benefits can help pay for college."

Andrea Hayes was a high school math teacher in Michigan and now teaches at Grand Rapids Community College. The Bureau of Labor Statistics report didn't change her opinion that completing college still matters:

"As a teacher, these statistics would not deter me from encouraging many of my students to pursue a college education, but I would strongly encourage them to research their prospective majors and the job outlook for those careers. The statistics don't explore what degrees are held by those who are currently unemployed.

"While many high school seniors may feel that they are incredibly passionate about politics and want to earn a degree in political science, they also need to be well-informed of exactly what type of jobs they can attain with that degree and how many of those jobs are actually available.

"I wouldn't want to discourage students from pursuing their dreams, but when it comes to employment, they also need to be realistic."

The Real Value of a College Education, Beyond Employment

For 21 years, Davis, Calif., teacher Jennifer Wolfe has spent her time prepping freshmen for what she says is the end goal of high school: being admitted to a dream college. While these recent statistics are unsettling for educators, she's not changing her approach:

"While these numbers are frightening, they only speak for part of the college experience. For me, college wasn't about preparing for a career; I had no idea I'd end up as a teacher. Instead, college prepared me for life by providing me with the ability to think, wonder, and imagine. I learned about life and myself, and realized I could do anything I set my mind to. College grads may not find jobs right away, but they will find the knowledge they gained of greater worth. And when you know what you can do, you open yourself up to so many more possibilities. Education, unlike a job, can never be taken away from you."

"I think I'll keep telling my students to work for their dream school. It's worth it."

Analysis: South Africa's new security laws: who will they protect?

JOHANNESBURG (Reuters) - Concerns are growing in South Africa that new laws on intelligence, security and graft-busting may end up protecting the political elite more than the nation.

President Jacob Zuma's ANC government has proposed three measures - two revisions to apartheid-era intelligence bills and a third on oversight of the police's anti-graft unit, the Hawks - that have prompted concern data may be suppressed.

The bills threaten reporters with jail for using sensitive government information, increase the powers of a circle around the president to keep a lid on secrets and could clip the wings of the elite Hawks, trained by the likes of the U.S. FBI.

They are nowhere near as draconian as the laws drawn up under white minority rule, when the names of liberation struggle leaders such as Nelson Mandela and Walter Sisulu could not even appear in print.

But some insiders see them as corrosive.

"The priority of the pieces of legislation is not the stated protection of South Africa," said a senior law enforcement official who asked not to be named. "They are aimed at protecting certain individuals within the ANC."

The government says the new laws are overdue and fears of abuse are not justified.

"All work being done will continue to be done within the ambit of the Constitution and the rule of law and so we should not be alarmist in our approach to the reforms," said Brian Dube, spokesman for the State Security Ministry.

South Africa has a very healthy oversight system with regards to the intelligence services."

Investigative reporter Mzilikazi wa Afrika tested that oversight after he wrote articles about a suspect land deal that threatened the career of the chief of police.

He was arrested, bundled into a police vehicle and accused of fraud, a move widely regarded as police intimidation. Charges were soon dropped when it appeared he had been set up, and more than a year later, the police chief was forced out after a government investigation concluded the land deal was illegal.

Under the new laws, the alleged forged document wa Afrika was arrested for holding could have been declared a state secret, making it harder for him to argue, as he successfully did, that it had likely been planted.

CORRUPTION CONCERN

As the wa Afrika case shows, the concern is not so much about the legislation per se but what critics see as cracks in the bills that could open wide avenues for exploitation.

It may take more than a year to implement all three, but as each comes into law in a parliament where the African National Congress has a commanding majority, they could strengthen Zuma's hand for a presidency that could last until 2019.

If he wins a bruising battle for the ANC leadership at the end of this year, he will likely be the party's nominee for the 2014 presidential race, which the ANC will almost certainly win.

"Because Zuma comes from an intelligence background in the ANC he is aware of the political value of intelligence. He needs to try to make sure intelligence cannot be used against him in his quest to be re-elected," said Dirk Kotze, a political science professor at the University of South Africa.

More than a third of the members of its National Executive Committee have faced corruption investigations and some of those have been convicted of graft.

All three of the major global credit ratings agencies have downgraded South Africa's outlook, citing increasing corruption.

Reuel Khoza, chairman of South Africa's fourth largest bank, Nedbank, echoed that concern. "Our political leadership's moral quotient is degenerating and we are fast losing the checks and balances that are necessary to prevent a recurrence of the past," he wrote in the bank's annual report.

Zuma has faced several corruption charges but has never been convicted. The government has launched a new investigation into an arms deal about a decade ago that put several ANC officials in jail for taking bribes. It is run by a team largely appointed by the presidency.

Zuma says his conscience is clear and that the allegations are part of a conspiracy to discredit him.

In 2006, then President Thabo Mbeki sacked his intelligence chief, saying his allies had been spied on to help tip the balance in favor of rival Zuma.

Zuma then ousted Mbeki in the last ANC leadership race in 2007 and easily won election as the country's president in 2009. He says the allegations of spying are politically motivated.

In the most recent, Sports Minister Fikile Mbalula, a Zuma rival, said this month he suspected his phone was being tapped.

The Protection of State Information Bill, which will soon become law, has riled South African media and activists.

"The ... bill has been and continues to be seen as an obvious means of concealing the corruption that has become a way of South African life for many, from high-placed members of the government down to menial officials," Nobel Prize literature laureate Nadine Gordimer wrote in the New York Review of Books.

The bill was revised as it went through parliament to narrow the scope of what can be classified and add an independent Classification Review Panel to oversee the process.

But the oversight could take years to set up and critics say it gives State Security Minister Siyabonga Cwele too much power.

The opposition called for Cwele to be sacked after his wife was convicted in May last year of running an international drug ring. He said he was unaware of what she had been doing.

"One has reservations about the ability of Minister Cwele to exercise his authority," said Alf Lees, a member of parliament from the opposition Democratic Alliance.

"The incident with his wife raises great concern for us."

Deputy President Kgalema Motlanthe told parliament last year: "He (Cwele) wasn't implicated in any way. The matter went through the courts and at no stage was he called in as a witness or a partner in that crime."

Critics say the General Intelligence Laws Amendment Bill now before parliament would put intelligence in the hands of a few people close to the president, and let them monitor, without court approval, "foreign signals", which they say could include phone calls abroad and emails routed through foreign servers.

Even ANC MPs have said they were worried about how the new structures might be used. "There was a concern about the mandate to collect political intelligence," parliament's ANC-majority Ad Hoc Committee on General Intelligence, said in a statement.

The final piece of legislation, the Police Service Amendment Bill, is aimed at satisfying a Constitutional Court decision to give more independence to the corruption-busting Hawks.

The measure allows the police minister, appointed by the president, to sack the Hawks' leader and seek approval later at the ANC-dominated parliament. It also lets senior politicians in a ministerial committee coordinate Hawks investigations.

"The legislation is good if you have good people and bad if you have bad people," said Gareth Newham, who heads the crime and justice program of the Institute for Security Studies.

Asked to comment on the criticism, the presidency referred to the security ministry and an April address by Zuma in which he said the system had sufficient checks and balances.

"The democratic state led by the African National Congress, will never undertake any activity or pass any law that undermines the security of the South African people, or which violates their Constitutional rights," Zuma added.

The president has come under fire over several of those he has chosen to be in his inner circle.

He had to replace his police minister last year due to the land deal and the man he selected as National Director of Public Prosecutions was removed by a court which decided he was more beholden to the president than protecting the rule of law.

The police were berated for this year reinstating Richard Mdluli as the head of its Crime Intelligence Unit, responsible for wiretaps and investigations, after he was suspended pending official investigations implicating him in fraud and nepotism.

Police documents obtained by Reuters said Mdluli was suspected of illegally obtaining a fleet of luxury vehicles and placing relatives and mistresses on the police's payroll.

Mdluli protested his innocence, alleging a racist conspiracy by police and media to topple him, and the charges were dropped. The presidency has denied reports Mdluli was reinstated so he could use the office to protect Zuma.

In parliamentary questioning this week, Zuma said the decision to reinstate Mdluli was a police matter. The acting police chief last week said he is moving to suspend Mdluli.

A Western diplomat who asked not to be named said the biggest worry with the new bills was that freedoms in South Africa's liberal Constitution are slowly being eroded.

"This year will determine how South Africa will develop over the next 15 to 20 years," the diplomat said.
