Deplete uranium found in barrel at Miami airport

By Sharon Lawson, Alexandra Leon and Lisa Orkin Emmanuel, NBCMiami.com

Authorities were investigating after a part of the Opa-locka Executive Airport in the Miami area was evacuated on Thursday when depleted uranium was detected inside a 55-gallon drum and a wooden pallet.

Miami-Dade Fire Rescue and the Department of Environmental Protection were on scene at the airport -- located at 14201 N.W.42nd Avenue --?trying to find a contractor to correctly dispose of the uranium 238.

See original report at NBCMiami.com

Someone had dismantled an old airplane and used the containers to dispose of the parts, said Mara Burger, DEP spokeswoman. The plane dates to the when uranium was used on the outside of aircraft for navigational purposes, she said.

The plane had been chopped up and the aluminum parts with uranium on them were put into the drums, Burger said.

One container is half full and the other is three-quarters full.

"Depleted uranium is used in the fabrication of counterbalance weights. It's a common practice. However, this material must be disposed of properly. It cannot be discarded as it was in this case," said Lt. Arnold Piedrahita, Miami-Dade Fire Rescue.

Authorities cordoned off a 150-foot radius for the hazardous materials crews to test the material. They found the radiation being released was minimal.

Meanwhile, Burger said there will be an investigation by the U.S. Environmental Protection Agency. Authorities were tipped off to the situation from anonymous caller to the state watch office run by the Department of Emergency Management.

The airport is a reliever airport to the Miami International Airport, which offers aircraft maintenance and repair services. It is also the base of the U.S. Coast Guard air and sea rescue station.

Miami-Dade Fire Rescue evacuated a 150-foot perimeter to assess the hazard, spokesman Arnold Piedrahita tweeted.

The aircraft was slated for demolition, but had not yet been sent off.

Authorities said there were no injuries.

Dempsey: 'Grey's Anatomy' isn't my passion

TV

Patrick Dempsey talked to reporters about "Racing LeMans" at the TV Critics summer press tour on Thursday in Beverly Hills.

Sounds like playing McDreamy can turn into a little bit of a nightmare after nearly a decade.

"Grey's Anatomy" star Patrick Dempsey, who is the subject of the new Velocity documentary "Patrick Dempsey: Racing LeMans," says in the film that he wants to be a full-time race-car driver. That's not exactly good news for fans of ABC's medical drama, which the actor has been a part of since it debuted in 2005.

Dempsey may not be leaving the hit show just yet, but while promoting the documentary Thursday at the Television Critics Association's summer press tour in Beverly Hills, he told TODAY.com that he doesn't quite have the enthusiasm for his work on "Grey's" that he once had.

?Work on a TV show doesn?t change,? Dempsey said. ?In a race, it changes constantly, every lap, every corner, every moment of that day. And that?s very exciting. And it keeps me alive. And then I can go back to work and enjoy it."

He also said that there?s a ?purity to (racing) that?s missing from the work I do as an actor.?

"I'm not necessarily bored with the show. I'm incredibly grateful to have a show that's been on for 10 years,? he said. "When you're on the show, coming up on 200 episodes, it's about surviving. There's not a lot of homework that goes into it. You learn your lines and try to stay present and try not to get caught acting. I'm glad I have the gig, but it's not the same as being in a race car."

Dempsey's character, brilliant neurosurgeon Dr. Derek "McDreamy" Shepherd, has certainly done his share of surviving over the seasons. From a living through a plane crash to getting shot in the chest and more, Shepherd has been soldiering on, giving Dempsey plenty of lines to memorize.

But don?t get the actor wrong ? he wasn't dissing the show. Dempsey said that "Grey's" has been great for his career and allows him to do what he?s passionate about: race.

?I?m glad to have the gig, but it?s not the same as being in a race car. It?s just not.?

Eric Dane, who played Dr. Mark Sloan until the character was killed off in 2012, said he has great respect for his former co-star as an actor, and said Dempsey is dedicated to his craft.

?Look, he has a strong passion for racing as illustrated by the amount of time he spends behind the wheel,? Dane told TODAY.com. ?But I don?t buy for a second that acting is something he does on the side to support his racing. He?s too good of an actor not to be passionate about it."

"Racing LeMans" is a four-part miniseries that follows Dempsey's attempt at completing LeMans, a 24-hour endurance race in France, as he juggles family and work responsibilities.

Watch the actor do what he's passionate about when "Patrick Dempsey: Racing LeMans" premieres Aug. 28 at 10 p.m. on Velocity, a Discovery channel.

Kitimat ocean program set for oil tankers

A little-noticed federal ocean monitoring program around Kitimat is the clearest signal yet that the federal government is preparing the region for crude oil tanker traffic, Green Party MLA Andrew Weaver says.

Weaver was catching up on his scientific reading after the B.C. election when he stumbled on a line ? "almost a throwaway" ? in the April issue of Canadian Ocean Science Newsletter.

"A major initiative in planning is the complementary measures project for the area surrounding Kitimat British Columbia to support planned oil traffic," it says.

Government scientists who developed the system in the Gulf of St. Lawrence say it is to help "search and rescue, oil spill response and to ensure safe and navigable waterways."

Weaver said the project goes well beyond research, and represents a major ongoing budget commitment by Environment Canada and Fisheries and Oceans Canada to forecast ocean conditions for oil tanker traffic.

"My conclusion is, come hell or high water, the intention of the feds right now is to ship bitumen to Asia through Kitimat," Weaver said in an interview. "Whether it be through rail or through pipeline, it's going to happen, and I don't think that British Columbians are getting the whole picture here."

Environment Canada spokesman Mark Johnson issued a statement confirming the program was funded in the 2012 federal budget, under the government's "responsible resource development" initiative.

Its purpose is to "to improve the scientific understanding of diluted bitumen products and to improve operational capabilities to provide timely scientific assessment in the event of an oil spill.

"The Government of Canada is increasing research into non-conventional petroleum products to fortify Canada's marine prevention, preparedness and response capabilities.

"In terms of ocean forecasting, Environment Canada Meteorological Service of Canada will bring specific contributions to this overall goal in the provision of high-resolution surface winds forecasts along the complex waterways from Kitimat to Hecate Strait area, as winds play an important role as input to oil spill modelling assessment."

A federal assessment panel is preparing recommendations for the federal cabinet on the Enbridge Northern Gateway pipeline project, which would deliver diluted bitumen from Alberta to the Kitimat port.

Weaver said Ottawa's apparent rush to export heavy crude increases the pollution risk on land and ocean, and also works against development of a petrochemical industry in Canada.

Facebook shares soar 30 percent on big 2Q

Originally published July 25, 2013 at 9:34 AM | Page modified July 25, 2013 at 3:58 PM

Facebook shares soared 30 percent Thursday after the social media giant pushed aggressively into mobile advertising and reported much-improved second-quarter revenue and profit.

The stock is trading at levels not seen since shortly after Facebook's initial public offering last year. The IPO was plagued by nagging questions about whether the world's biggest social network could follow users on to the mobile phones and tablets that have upended the technology sector.

Facebook began showing mobile advertisements for the first time last spring. It reported after the market closed Wednesday that those ads accounted for 41 percent of its total advertising revenue in the most-recent quarter.

Overall revenue jumped 53 percent to $1.81 billion for the period. It also reversed a year-ago loss.

Those numbers evaporated doubts about Facebook's ability to capitalize on the mobile market, and trading volume in the company's shares rocketed Thursday.

Facebook's stock jumped 30 percent in Thursday's trading to close at $34.36.

Facebook Inc., based in Menlo, Calif., priced its stock at $38 when it went public in May 2012.

Goldman Sachs said Thursday that with concern about the company's growth prospects compounding monthly, everyone had been waiting for a breakout quarter.

The recent quarter, Goldman believes, should help mitigate those fears.

In addition to Goldman Sachs, Deutsche Bank, BMO Capital Markets, Jefferies & Co. and Wedbush raised their price targets for the stock.

Wedbush analyst Michael Pachter called Facebook a "new king of phones," and said he expects revenue growth to be supplemented next year, as Facebook starts making money from its Instagram photo and video-sharing service.

Jackson's mother tearfully concludes testimony

LOS ANGELES (AP) ? The promoters of Michael Jackson's ill-fated comeback concerts watched the singer waste away and should have reached out to his family for help, the superstar's mother tearfully told a jury on Monday.

Clutching a tissue and hanging her head at times, Katherine Jackson said she didn't know the extent of her son's weakness until after the start of her trial against AEG Live LLC.

"They watched him waste away," she said after her attorney cited several emails from top workers preparing for the "This Is It" shows. The messages described her son's condition as deteriorating and cited his inability to rehearse.

"They could have called me," Katherine Jackson, 83, said. "He was asking me for his father. My grandson told me that his daddy was nervous and scared."

Her comments came under questioning from her attorney, Brian Panish.

Moments earlier, an attorney for AEG Live had questioned why the Jackson family matriarch ?if her purpose for filing the lawsuit was to find out the truth about her son's death, as she had testified ? hadn't read through thousands of pages of deposition testimony, or asked her grandchildren about what happened in her son's rented mansion before his June 2009 death.

She later said that while she could have asked her grandchildren about some issues, she didn't want to bring it up with them.

She also said that she didn't see a photograph of her son shot six days before her his death until after the trial started.

Katherine Jackson at first didn't seem to want to look at the photo, which has been repeatedly displayed during the trial and shows her son wearing a T-shirt, his arms thin and bones visible in his upper chest.

Katherine Jackson claims AEG Live failed to properly investigate Dr. Conrad Murray, who was later convicted of involuntary manslaughter for giving the singer an overdose of the anesthetic propofol.

AEG defense attorney Marvin S. Putnam told jurors during opening statements in the negligence lawsuit in April that the case centered on personal responsibility ? specifically Michael Jackson's decision to ask Murray to administer propofol as a sleep aid while he prepared for his shows.

AEG Live denies it hired the doctor or bears any responsibility for Jackson's death.

Katherine Jackson said she believes AEG Live hired Murray, not her son. She said she never heard of the cardiologist until her son died, and indicated that she felt Murray bore responsibility for her son's death.

"Even though he asked for it, he could have said no," she said of Murray.

Putnam also asked Katherine Jackson about her son's payments to her over the years. She said he directly paid many of the expenses on her home and would occasionally give her cash as a gift.

Saying she didn't keep track of the payments, Katherine Jackson appeared to being annoyed at the questions.

"What does this have to do with the death of my son," she asked Putnam.

The attorney also asked her about conversations she had with her son about prescription drug use.

She said she asked him about it when he lived in Las Vegas and he denied he was abusing prescription medications.

"I'm a mother, quite naturally he denied it," she said. "He wouldn't want me to think that."

She said she wasn't surprised by his denial and likened the situation to a child who'd disobeyed his mother while playing outdoors.

Putnam said Jackson was a 50-year-old man at the time of his death. "He's still my child," Katherine Jackson said. "He'd still want me to hold his respect."

She said she was aware her son took medications for pain in his back and scalp after he sustained injuries over his career. She said she never saw signs that her son was abusing medications, including when she and several of her children went to the singer's Neverland Ranch in 2002 for an intervention.

Her son was fine but upset that they thought he had a problem, she said.

Iraq: Al-Qaida claims prison raids

BAGHDAD (AP) ? Al-Qaida's arm in Iraq has claimed responsibility for deadly raids on prisons on the outskirts of Baghdad this week that set free hundreds of prisoners, including some of its followers.

The statement issued in the name of the Islamic State of Iraq and the Levant was posted on an online jihadist forum Tuesday.

The group dubbed the prison assault operation that began late Sunday "Conquering the Tyrants," and says it involved 12 car bombs and help from prisoners who had managed to obtain weapons on the inside.

It claims to have freed hundreds of prisoners, including more than 500 mujahideen, or holy fighters.

Iraqi officials have said the raids killed dozens and set free more than 500 inmates.

Leading Toronto SEO & SEM Company Numero Uno Web Solutions Releases Comments on Google Study Showing Impact Mobile Ads Have on Mobile Organic Traffic

?

July 21, 2013 -- Leading Toronto SEO & SEM Company Numero Uno Web Solutions Releases Comments on Google Study Showing Impact Mobile Ads Have on Mobile Organic Traffic

Toronto, Canada (PRWEB) July 21, 2013

Numero Uno Web Solutions (NumeroUnoWeb.com), a fast-growing global Internet marketing firm that caters to small- and mid-size business-to-consumer companies, is releasing its comments on a Google study showing the impact paid mobile search ads have on mobile organic traffic.

In 2012, roughly 85% of Canadians used a mobile device to stay connected, find information, and shop. By 2015, Canada is expected to have a wireless penetration rate exceeding 100%, says Marco Reuter, business development manager at Numero Uno Web Solutions. As a result, small- and medium-sized businesses need to ensure their online marketing campaigns are optimized for mobile; from designing web sites that are easy to navigate and read on smaller smartphone screens to optimizing mobile ads. (Source: Trichur, R., Canada on track to pass 100-per-cent wireless penetration rate, The Globe and Mail June 5, 2012; http://www.theglobeandmail.com/technology/mobile/canada-on-track-to-pass-100-per-cent-wireless-penetration-rate/article4230795/.)

According to Reuter, a recent Google study focusing on the impact that mobile search ads have on mobile organic traffic found that mobile pay-per-click (PPC) ads dont hurt mobile organic traffic. In fact, the study found that, on average, mobile ads provide an 88% increase in mobile search clicks. Meaning, says Reuter, the vast majority of users that clicked on a mobile ad would not have clicked on an organic result if the PPC campaign had been paused. (Source: Miller, A., New research shows that 88% of ad clicks from mobile search are incremental to organic clicks, Google Inside AdWords, July 16, 2013; http://adwords.blogspot.ca/2013/07/new-research-shows-that-88-of-ad-clicks.html.)

One of the benefits a PPC campaign has over an organic search engine optimization (SEO) advertising strategy is that paid advertising can drive quality traffic to a site in a very short period of time, says Reuter. Small- and medium-sized businesses operating on a tight budget can effectively reach customers using mobile devices based on when the ads are shown and in which geographic regions. Ineffective PPC mobile campaigns can also be adjusted or even closed, says Reuter.

Todays mobile consumer trusts both organic and paid search results when it comes to connecting with businesses. In fact, this most recent Google study shows that paid mobile ads help consumers connect with all types of businesses, demonstrating why its important for smaller businesses to advertise on mobile. After all, local businesses looking to connect with mobile customers need to make sure their message appears where people are looking, Reuter adds.

Whether a small- or medium-sized business wants to use organic channels or implement a strategic PPC campaign, they need to use an online marketing team with a track record of success, says Reuter.

Environment Canada probing tornado reports in eastern N.B.

CTVNews.ca Staff
Published Sunday, July 21, 2013 11:23AM EDT
Last Updated Sunday, July 21, 2013 8:36PM EDT

Parts of southern New Brunswick are cleaning up after a quick but destructive storm downed trees and levelled buildings Saturday night.

Several communities in and near the Grand Lake area were hit with strong winds, and possibly a tornado, according to video and eyewitness accounts.

One hard-hit area was Cambridge Narrows, located approximately 40 kilometres southeast of Fredericton.

Property owner Harold Jones lost three buildings in the storm. Several of his tractors were damaged.

?It only lasted about three minutes to five minutes and it was over,? said Jones told CTV Atlantic. ?I looked out on the veranda and everything was in the air, just like a big funnel -- pieces of garage, everything just flying.?

Nearby resident Mary-Beth Mitchell said she couldn?t believe what she was witnessing.

?We saw the lightning and we heard a lot of wind and a lot of rain, but when we came out this morning we drove down the road, there were all the trees uprooted.

?You don?t see stuff like that in New Brunswick.?

In nearby Whites Cove, strong winds destroyed a barn and a 100-year-old tree.

Alex Hache was finishing a day of waterskiing on a the lake with friends when he saw a something stirring in the distance.

?We just kept watching it and it just started getting bigger and bigger,? said Hache, who captured video footage of what appears to be a funnel cloud.

Says his friend Matthew Rideout: ?We saw it lift up a barn and disintegrate it. That?s huge, that?s strong.?

NB Power spent Sunday reconnecting power lines that were knocked out in the storm.

There were no reports of injuries.

Environment Canada is sending a team Monday to investigate the damage and assess whether the storm system was indeed a tornado.

Israelis, Palestinians skeptical about peace talks

(AP Photo/Abir Sultan, Pool, File)

(AP) ? Israeli and Palestinian officials voiced skepticism Sunday that they can move toward a peace deal, as the sides inched toward what may be the first round of significant negotiations in five years.

U.S. Secretary of State John Kerry announced late last week that an agreement has been reached that establishes the basis for resuming peace talks. He cautioned that such an agreement still needs to be formalized, suggesting that gaps remain.

In his first on-camera comment Sunday, Israeli Prime Minister Benjamin Netanyahu appeared to lower expectations by saying the talks will be tough and any agreement would have to be ratified by Israelis in a national referendum.

Netanyahu pledged to insist on Israel's security needs above all ? saying his main guiding principles will be to maintain a Jewish majority in Israel and avoid a future Palestinian state in the West Bank becoming an Iranian-backed "terror state."

A lifelong hawk, Netanyahu has been a reluctant latecomer to the idea of Palestinian statehood, and his critics say he uses the pretext of security to avoid engaging in good-faith negotiations.

"I am committed to two objectives that must guide the result ? if there will be a result. And if there will be a result, it will be put to a national referendum," he said at the start of his weekly Cabinet meeting. "It won't be easy. But we are entering the talks with integrity, honesty, and hope that this process is handled responsibly, seriously and to the point."

Hardliners have floated referendum proposals before, usually as an attempt to add an additional obstacle to any efforts to cede war-won territories as part of a future peace agreement.

Palestinian officials were silent Sunday.

Palestinian President Mahmoud Abbas has not spoken about the possible resumption of negotiations since Kerry's announcement Friday. In an attempt to restrict official Palestinian comment, Abbas' office said only two top aides, Nabil Abu Rdeneh and Yasser Abed Rabbo would be allowed to speak to reporters. Neither was available Sunday.

Abbas had previously refused to negotiate with Israel so long as settlement construction continued in part of his hoped-for state. Netanyahu countered by saying he would only enter talks without preconditions.

The two sides are now set to hold more talks in Washington in coming days or weeks on the framework of negotiations, meaning a resumption of talks is not yet assured.

Gaps remain on three issues Palestinians say need to be settled before talks can begin ? the baseline for border talks, the extent of a possible Israeli settlement slowdown and a timetable for releasing veteran Palestinian prisoners.

The Palestinians want to establish a state in the West Bank, Gaza Strip and east Jerusalem, territories Israel captured in the 1967 Mideast War. Abbas seeks a commitment from Netanyahu that Israel's pre-1967 border will serve as a baseline for negotiations, but the Israeli leader has refused to do so. Previous rounds of negotiations were conducted on those lines.

Two Palestinian officials said Saturday that Abbas agreed to resume talks only after Kerry gave him a letter guaranteeing that the pre-1967 borders would serve as a baseline. The officials, privy to internal discussions, spoke on condition of anonymity because they were not authorized to brief the media.

A Western official denied the 1967 borders would be the starting point for negotiators.

Israel has said it will release some Palestinian prisoners as a good will gesture, but there are few other official details to emerge about the framework of the talks.

The actual talks are to produce a deal on the borders between Israel and a future Palestine, a partition of Jerusalem, the fate of refugees and security arrangements.

While a majority of Israelis support a two-state solution with the Palestinians, polls suggest there is less support for a partition of Jerusalem.

The Palestinians want east Jerusalem as their future capital. Israel withdrew from Gaza in 2005, and the territory has since been taken over by the Islamic militant Hamas group that does not accept Abbas' authority.

Israel and the Palestinians have engaged in several rounds of negotiations since Israel and the Palestine Liberation Organization recognized each other in 1993.

At least twice, in 2001 and in 2008, the two sides reportedly made significant progress. Since then, many on both sides have become skeptical about a possible deal.

Palestinians suspect Netanyahu is interested in the process of negotiations, as a diplomatic cover, but not in an actual deal. Israelis fear territory they hand over to a weak Abbas could quickly turn into a staging ground for attacks on them by Palestinian militants, as happened in Gaza.

"The chances for a permanent solution are not high," Interior Minister Gideon Saar told Israel Radio. "The Palestinians are not ready to make the historic decision to end the conflict between them and us."

The Palestinians, too, were hardly optimistic.

"We are skeptical about these talks because the Israelis are not going to stop building in the settlements and because they didn't accept the '67 borders," said Tawfiq Tirawi, a member of Abbas' Fatah Party. "What we got in return for going back to negotiations is an American pledge that the talks will be on the '67 borders, and historically the Americans always gave us such pledges but they never abided by these pledges."

School's AP scores invalidated: Mills High community challenging College Board decision

?

Mills High School parents and students are working to reverse the College Board?s decision to invalidate tests in 11 Advanced Placement subjects taken this May because of seating irregularities.

The decision, disclosed Wednesday, affected more than 200 students and resulted in more than 600 AP exams being canceled because students tested in multiple subjects. The College Board composes, sells and distributes the tests that yield high school students college credits.

It is unclear what the specific irregularities were, but Kirk Black, San Mateo Union High School District associate superintendent, said it appears that one student complained to Educational Testing Service, the College Board?s security provider that administers the AP Exams, back in May about seating arrangements that violated protocol. Black said the student didn?t notify Mills or the district, but ETS directly.

The letter, addressed from Mills Assistant Principal Valerie Arbizu and dated July 12, informed AP test takers that they would need to sign up for retests by July 24. Retests would run from Aug. 5-12.

Recent graduate Jad Thawi will be attending Loyola Marymount University this fall and is worried about how this will affect his ability to graduate on time.

?My major is engineering and it?s very hard to get out in four years,? Thawi said. ?Without the scores for general ed classes like chemistry and statistics, it may take an extra semester or even a year and I won?t get financial aid for that time; it?s a burden for us.?

Another recent graduate, Grant Murphy, has been in touch with staff with U.S. Rep. Jackie Speier, D-San Mateo, about the issue and others have contacted state Sen. Jerry Hill, D-San Mateo.

Others say they could lose their places at college because of the invalidation and say their college applications are on hold due to the delay of AP test scores.

In a 2008 case of AP score invalidations at Trabuco Hills High School in Southern California, all of the students decided to sign up for retests and the decision to invalidate the previous scores held. For this reason, Murphy said he has decided not to sign up for a retest.

?I was incredibly frustrated when I heard because it would be a huge time commitment to restudy all the information again by myself,? said recent Mills graduate Grant Murphy. ?I?m quite hopeful the decision will be reversed. This has opened my eyes to the fact that the College Board has a near monopoly over exams, they?re quite expensive, there?s no competition and no oversight.?

David, a parent of a recent graduate attending UC Berkeley in the fall who chose not to disclose his last name, is working with other parents to fight the College Board?s decision.

?The kids? mindsets are getting ready for college now and some are taking summer school,? David said. ?They should have retested right away. For the kids, this is just so unfair; they work really hard on it.?

District officials said they are waiting to see if there is an appeal process and determine how the exams were invalidated. Black said they are working with the district?s legal firm to see what else they can do to reverse the decision. He said he is troubled that it doesn?t appear that there wasn?t a full investigation and proctors weren?t interviewed.

?It?s inordinary in my experience to see this many exams, in 11 subjects over two weeks, invalidated,? Black said. ?They will hopefully modify the decision on these tests.?

Former Millbrae councilman Paul Seto has a son who took AP tests this past spring at Mills. His son is out of the country and won?t be able to retake the tests. He hopes the school district will put up a good fight.

?This is overkill,? Seto said. ?There was no student misconduct, so they shouldn?t victimize the students. I don?t want the students to be cynical. Retaking the tests doesn?t cut it since they prepared for these tests all year.?

The community is continuing to organize. At press time, almost 900 people had signed a Change.org petition asking Superintendent Scott Laurence to hold Mills? administration accountable for the cancellation of the AP scores. Students created the site whyweneedourscoresback.com to allow students, teachers and parents to voice their reasons for needing the test scores.

Tom Ewing, director of external communications for ETS, confirmed that scores from AP Exams administered at Mills this spring have been invalidated due to testing seating irregularities at the school that violated the test administration and security guidelines.

?We understand how disappointing this decision is to the many students who worked hard to prepare for their AP Exams in May and must now retake those exams,? Ewing said. ?We are working with school personnel to coordinate a retest and ensure the successful administration of AP Exams at Mills High School in the future.?

More than 4 million AP Exams were administered in May 2013, with fewer than 6,000 exams invalidated due to issues including testing irregularities, security issues and lost/missing answer sheets, according to ETS.

ETS did validate Mills? foreign language tests since these were taken separately on computers, Black said. Scores were supposed to be released July 5.

The school district has scheduled a community meeting 7 p.m. Monday at the Mills? Faculty Lounge. Another meeting is planned for Wednesday.

Trade Experts Urge Congress: Help American Industry Create Jobs

WASHINGTON, July 19, 2013 /PRNewswire-iReach/ -- United States manufacturers and out-of-work Americans are hoping Congress acts fast to pass the U.S. Job Creation and Manufacturing Competitiveness Act of 2013, also known as H.R. 2708, the Miscellaneous Tariff Bill (MTB).?

The MTB suspends import tariffs on products that have no domestic competition allowing U.S. industry to purchase materials at lower prices, thereby lowering costs and opening the door for growth and?jobs. At a time when unemployment remains high, and the economic recovery is stagnant, continued higher costs for inputs due to unnecessary duties further threatens the strength of U.S. companies.

"The MTB provides a real booster for our economy," says David Olave, director of international trade and government relations for leading international trade law firm?Sandler, Travis & Rosenberg, P.A. "The National Association of Manufacturers estimates that if Congress fails to pass H.R. 2708, the result will be economic losses of over $1.85 billion over the next three years. This could do great harm to the country's economic recovery and the first to feel that negative impact would be American workers."?

MTBs have been a mainstay of U.S. government trade policy for decades. The bills provide three-year temporary reductions or suspensions of duties on certain U.S. imports as well as permanent technical corrections to the U.S. Harmonized Tariff System, an internationally standardized system of names and numbers for classifying traded products.?

The primary purpose of MTBs is to help U.S. manufacturers compete at home and abroad by temporarily suspending or reducing duties on certain products. Products included in the MTB are not produced in the United States, so no U.S. industry is harmed. U.S. manufacturers typically support the import measure because it reduces their operating costs and they can pass those savings on to U.S. consumers in lower priced goods.?

California prison hospital official on leave

The Department of State Hospitals' chief deputy director, the face of a controversial mental health program in Salinas Valley State Prison, is on extended leave.

In an email distributed to the staff statewide Monday, department director Cliff Allenby announced that "due to unforeseen circumstances, Chief Deputy Director Kathy Gaither will be out of the office for an extended period of time."

The department did not disclose the reason for Gaither's departure, or even acknowledge it earlier this week.

The announcement follows a federal court order to investigate complaints of dangerously low staffing levels at the department's mental health unit inside the prison in Soledad ? allegations Gaither denied in recent court testimony.

There have been two inmate deaths in the past year at a program that saw none in the previous 10 years and was once the pride of the state's prison mental health system.

Staffers at the unit say there is an ongoing shortage of soap and clean clothes and sheets, and that psychiatric and nursing staff levels remain dangerously low.

One psychiatrist has testified that he and others were pressured to discharge patients early because of court orders to reduce waiting lists, an allegation Gaither also denied at her recent court appearance in a long-running federal case about California prison mental health care.

The same week as Gaither's testimony, The Herald published a January 2012 memo from a DSH administrator telling Salinas Valley staffers that the department wanted the staff to limit patient stays to less than nine months, and that "we are being reported as barriers ... by not moving patients in a timely manner to reduce the waitlist."

The department said it "has no such policy to discharge patients at nine months, or any set time period. Nor did we have such a policy or direction in January of 2012."

Allenby said in this week's email that all employee communication intended for Gaither should now be sent to him.

For some reason, Allenby's announcement Monday of the news about Gaither was not delivered to the Salinas Valley program's staff, who received an apologetic email Wednesday saying department officials were looking into why the prison unit's staff members were left off the mailing list.

Gaither is no newcomer to state politics. She worked nearly 20 years at the Department of Finance and then for the Cal State University system before she was appointed Undersecretary of Education by Gov. Arnold Schwarzenegger in 2009.

In January 2012, the California Senate confirmed her appointment by Gov. Jerry Brown as deputy director of the state hospitals department, which at the time was called the Department of Mental Health, where she had been acting deputy director since 2011.

Gaither's leave comes after a sweeping overhaul of the Salinas Valley unit's administration, including replacing its Executive Director Charles DaSilva.

Salinas Valley's patient care and psychiatrist staffing levels remain a key issue in the federal lawsuit after nine psychiatrists wrote letters to DaSilva in January, saying they were working "under protest" because of unsafe working conditions.

Last week, Judge Lawrence Karlton ordered a federal special master to investigate the program and report his findings in 75 days.

Tips to Prevent Serious Lawn Mower Injuries in Kids - Health News ...

July 20, 2013

SATURDAY, July 20 (HealthDay News) ? About 68,000 people are treated in U.S. emergency departments each year for lawn mower-related injuries, and 9,400 of them are children under the age of 18, according to the American Academy of Pediatrics.

Riding mowers cause most of the lawn mower-related injuries in children and most of them are injured in their own yard. Common injuries include amputations, fractures, cuts, infection and skin damage.

?One important statistic to remember is that a significant number of these accidents occur among family members,? Dr. Junichi Tamai, at the division of pediatric orthopedic surgery at Cincinnati Children?s Hospital Medical Center, said in a hospital news release. ?Most families think that if the child stays with a family member, everything will be okay, but that is not always the case.?

Tamai and the American Academy of Pediatrics offer the following tips for keeping safe around lawn mowers:

  • Children younger than 15 should not be in the yard when someone else is mowing. Kids younger than 12 should not use walk-behind mowers. Those younger than 16 should not be allowed to use ride-on mowers. Children or adults should never be allowed as passengers on ride-on mowers.
  • Use a lawn mower with safety features such as automatic blade disengagement when the mower is placed in reverse; a control that stops the mower from moving forward if the handle is released; and a blade safety device for ride-on mowers that disconnects the blade from the power source when the operator leaves the operating position.
  • When operating a lawn mower don?t pull the mower backward or mow in reverse unless absolutely necessary, and carefully look for children behind you as you mow in reverse.
  • Always turn off the mower and wait for the blades to stop completely before removing the grass catcher, unclogging the discharge chute, or crossing areas like gravel paths or roads.
  • When mowing, wear safety gear such as hard-soled, sturdy shoes ? no sandals or sneakers ? and hearing and eye protection.
  • Prevent injuries from flying objects by picking up items such as rocks and toys from the lawn before starting to mow.

nWay?s ChronoBlade takes advantage of Facebook?s evolution [Interview]

chronoblade-650

After a successful launch in open beta in late June, nWay?s ChronoBlade has introduced dark beat-em-up gameplay to Facebook. Developed by the minds behind Diablo, Grand Theft Auto and more, ChronoBlade has been created as a cross-platform action RPG for Facebook, iOS, Android, Smart TVs and even Ouya.

We had a chance to go hands-on with the unfinished version of ChronoBlade last September, and we recently caught up with nWay?s COO Taehoon Kim to see what?s changed since then.

Inside Social Games: How has ChronoBlade changed since nWay spoke with Inside Social Games last September?

Taehoon Kim: We?ve made a lot of progress on the tech side. ChronoBlade now plays extremely well on both Flash and Unity (mobile) and I?m not aware of too many developers who have achieved that for a 3D game.? We?ve also made a lot of progress on the back-end tech needed to make multiplayer work and we have synchronous multiplayer PvP coming next month. We believe we will be the first developer to make a game that requires more than 20 frames per second to be synchronously multi-playable over the web on the browser and on mobile devices.

We?ve also added a lot more content and features since last September as well. We have more maps, player levels, skills, items, enemies, bosses, challenge modes, crafting, and although not available to the public yet, a new character called Lucas who?s kick-ass awesome (he wields a big sword).

ISG: Can you tell us a bit more about the game?s cross-platform capabilities? Will a player be able to play ChronoBlade on iOS, and then come back to the same game on Facebook (or other platforms), or must players choose one platform over another?

TK: Yes, we want a unified player experience with one account, and multiple access points. We want players to be able to continue playing with the same account, and with the same characters regardless of which device is used to log-in. If players need to start from scratch to play on another platform, they?ll be tied to one platform so that they don?t waste their game progress, which is not an optimal user experience. Nowadays, people play games on multiple devices in various places so we want to create a game that accommodates this recent trend in player behavior. The three major entry points for ChronoBlade are computer, mobile/tablet, and TV. We?re happy with how well the game plays on the keyboard, touch screen, and analog game controllers.

ISG: ?What?s the current timeline for release on iOS, Android, Smart TVs and OUYA?

TK: Tentatively we?re aiming to expand beyond the browser platform in Q4 this year or Q1 next year.

ISG: ?Likewise, when will the multiplayer components of ChronoBlade come online?

TK: Multiplayer PvP will go into closed beta testing in late August next month.

ISG: Given the struggle that many ?core? Facebook games go through to find footing, what makes ChronoBlade different, and therefore primed for success?

TK: Until recently the tech wasn?t available to make a high quality core gaming experience that was both hyper accessible (on the browser/Facebook) and high enough quality that would appeal to core gamers ? we believe Chronoblade is going to change that perception for the first time. Secondly, we did not set out to build a core Facebook game as many social game companies have done in the past. Our primary goal was to build a core game that would be competitive against the client download online games first, and making it hyper accessible was second with Facebook being one of the access points. In other words, the benchmark was not other Facebook games, but other MMOs and PC games, particularly action RPGs. We set out to get the resources necessary to start on a project that would take at least two years of development to get to where we wanted and with a team of 30+ people. Lastly, Facebook?s gaming platform is evolving very fast right now. They?re developing features dedicated to making multiplayer core gaming a better experience on their platform, and will become more and more comparable to other core gaming platforms such as Steam.

The ChronoBlade open beta is now available on Facebook. You can dive right into it here.

Angry Syrian refugees demand help from Kerry at camp

(This story contains material from a member of the pool of State Department correspondents in Jordan, of which Arshad Mohammed of Reuters is a member; adds detail from U.N. official)

By Arshad Mohammed

ZAATARI REFUGEE CAMP, Jordan (Reuters) - Syrian refugees angrily told U.S. Secretary of State John Kerry on Thursday that the United States should set up a no-fly zone and safe havens in Syria to protect their fellow citizens.

Visiting a camp that holds roughly 115,000 Syrian refugees in Jordan about 12 km (8 miles) from the Syrian border, Kerry spent about 40 minutes with half a dozen refugees who vented their frustration at the international community's failure to end Syria's more than two-year civil war.

He told them Washington was considering options, including buffer zones for their protection, but that the situation was complex and appeared to hint at war fatigue in the United States after years of fighting in Iraq and Afghanistan.

"Where is the international community? What are you waiting for?" a Syrian woman, who did not give her name, told Kerry at the United Nations' Zaatari refugee camp. "At least impose a no-fly zone or an embargo.

"The U.S., as a superpower, can change the equation in Syria in 30 minutes after you return to Washington."

Waving a pen in the air and tapping it on the table, the woman referred to the Muslim fasting month of Ramadan, which ends in three weeks. She said: "Mr. Secretary, if the situation remains unchanged until the end of Ramadan this camp will become empty. We will return to Syria and we will fight with knives.

"You, as the U.S. government look to Israel with respect. Cannot you do the same with the children of Syria?"

Kerry took a helicopter tour of the tents and pre-fabricated, container-like homes that form by far the biggest camp for Syrians in Jordan. Meeting refugees afterwards in a fenced-off administrative section, he acknowledged the anger.

"They are frustrated and angry at the world for not stepping in and helping," Kerry told reporters. "I explained to them I don't think it's as cut and dry and as simple as some of them look at it. But if I were in their shoes I would be looking for help from wherever I could find it."

BUFFER ZONE

More than 1.7 million Syrian refugees have fled to nearby countries to escape fighting that began as protests against the government in March 2011 and has degenerated into civil war with an increasingly sectarian dimension.

A U.N. official described the Zaatari camp as a small city with 3,000 shops chiefly along its "Champs Elysees" main street, scores of restaurants and food vendors, a taxi service, schools, soccer fields and hospitals within its 12 districts.

It has also been the scene of riots but Kilian Kleinschmidt, the U.N. official who administers the camp, said it has begun to emerge from the "dark period" of violence, as its traumatized residents have begun to reconcile themselves to a lengthy stay.

Kerry did not enter the part of the camp where the refugees reside, keeping to the administrative area where humanitarian officials work and live. The six refugees were brought to meet Kerry within the administrative zone.

During the meeting, Kerry told the refugees that many young Americans had died or lost their limbs "fighting for the freedom" of Iraq and Afghanistan.

After the request for buffer and no-fly zones, Kerry said: "A lot of different options are under consideration. I wish it was very simple. As you know, we've been fighting two wars for 12 years. We are trying to help in various ways, including helping Syrian opposition fighters have weapons.

"We are doing new things. There is consideration of buffer zones and other things but it is not as simple as it sounds."

In June, the White House announced plans to provide direct military support to the Syrian rebels.

"We are doing everything we can to help Syrians be able to fight for Syria," Kerry said. Noting U.S. aid to the camp, he added: "You are not abandoned."

Kerry noted U.S. concerns about the help being given to Syrian President Bashar al-Assad by Iran and its Lebanese ally Hezbollah. He also lamented divisions among the opposition.

Speaking after she met Kerry, a second Syrian woman seemed unimpressed, telling reporters: "We are not satisfied with the American answer. We never were. We just need ... action."

Jordan has been host to big U.N. camps for Palestinian refugees for more than six decades.

The administrator at Zaatari, Kleinschmidt, was asked by reporters how long his camp would remain open for Syrians. He replied: "Three days. Thirty years. Who knows?"

Private firm bets on marijuana, Wall Street wary

By Eric M. Johnson and Alex Dobuzinskis

SEATTLE/LOS ANGELES (Reuters) - In the sparse Seattle offices of Privateer Holdings, Brendan Kennedy grabs an iPad to show how his bet on legal marijuana is already paying dividends in the form of a Google results page for "blue cheese."

When Web users search that term, high on the list is a link to reviews of the pot strain "blue cheese" on Leafly.com, the medical cannabis website Privateer bought a year and a half ago and which it calls the Yelp of weed.

"We've got Wikipedia blue cheese and pictures of blue cheese, and the third thing you see is the 'blue cheese' strain on Leafly," Kennedy said as he displayed the Google results page. He says Leafly produces revenue of over $100,000 a month.

Popular interest in marijuana and moves by Washington state and Colorado to legalize recreational pot have led Kennedy's two-year-old private equity firm and a handful of politically connected investors to dive into the pot business. The drug remains illegal under federal law.

Privateer this week said it closed a $7 million first round of fundraising. It also named to its board of directors Michael Auerbach, an investor with ties to former U.S. Secretary of State Madeleine Albright.

A next round of Privateer fundraising to begin in the fall will be not less than $25 million, Kennedy and Privateer CFO Michael Blue said in a statement.

With annual marijuana sales, both on the black market and in 18 states that allow the drug as medicine, estimated at $20 billion nationally according to Harvard economist Jeffrey Miron, businesses are seeking legal avenues to enter the industry.

Still, the $7 million raised by Privateer is small by the standards of private equity firms, which typically raise hundreds of millions of dollars per fund.

"The obstacle is it's not a legal product yet ... It's not legal under federal law," Miron said. "That's a huge impediment to being able to earn a profit or keep a profit."

Apart from Privateer, the only other fund raising money with the sole purpose of capitalizing on the fast-growing pot industry is Emerald Ocean Capital, a division of Southern California-based venture capital firm Ghost Group, said Josh Rosen, a former analyst at Credit Suisse who co-founded cannabis retailer consultant 4Front Advisors.

Rosen said Privateer appears to be the larger of the two.

2014 START

Washington state and Colorado are still tweaking their rules for the recreational-use pot business, which is slated to be up and running in both states next year.

Privateer says it will insulate itself from the risk of federal prosecution by investing in pot-related businesses not directly tied to U.S. production, distribution or sale of the drug.

"I'm not about to invest my personal funds in something that could get shut down tomorrow," said Auerbach, a senior adviser to global strategy firm Albright Stonebridge Group, which is co-chaired by Albright.

Auerbach said he has not spoken to Albright about pot, but both Kennedy and Blue, who are Yale MBA graduates, have lobbied members of Congress for a more tolerant federal stand on cannabis.

A U.S. Department of Justice representative declined to comment on groups investing in pot-related businesses.

Kennedy said Privateer, which has raised funds from family offices and high net worth individuals, will look at investing in everything from light designers for indoor cannabis growing to makers of harvesting equipment and trimmers.

Others are making bolder choices. A senior political aide in Washington state, who declined to be named, hopes to leave his job to build a marijuana farm in wine-producing Walla Walla. He said he and several co-investors had pooled $250,000 and hoped for $2.3 million more from a venture capitalist.

In May, former Microsoft executive Jamen Shively announced plans, criticized as unrealistic because of the federal ban, to create a U.S. marijuana brand. He drew attention for winning political support from former Mexican President Vicente Fox.

Kevin Sabet, co-founder of Project SAM which opposes pot legalization, said the entry of large investors in the market was worrisome. "This is about profit maximization based on addiction," he said.

Full sync with Facebook messaging service [updated]

This is definetly needed. For example, if you loose a connection while chatting and your friend still sends you couple messages, they go in to the FB messages box. But you can never see them with WP messages chat! Not even when the connection returns! Makes this native/integrated FB chat quite useless.

Please, make the messages FB chat to do full sync with FB! Even better if we could get FB messages polled while Offline from the FB chat, and e.g. get a notification/toast from them.

This works on Android and iOS.
